California Youth Connection (CYC), founded in 1988, is a non-profit youth-led organization that cultivates youth leadership to transform the foster care system through legislative, practice, and policy change. The Statewide Policy Coordinator is responsible for supporting and shepherding the policy goals and vision of the CYC membership through policy, practice and legislative change. They will have a deep understanding of youth-led advocacy, leadership development, and child welfare policy.

This position may be located in Los Angeles or Fresno. Statewide travel will be required.  California Youth Connection headquarters are located in Emeryville, CA.

Statewide Policy Advocacy & Implementation 

  • Connect, maintain relationships and engage with policy stakeholders whose work aligns with CYC’s membership policy platform or goals.
  • Develop tool kits, fact sheets, and other related materials for the purposes to engage and educate youth 14-24 on relevant policies, laws and governing structures.

Statewide Policy Fellowship 

  • Recruit and engage a new legislative committee each year and support their leadership/policy development.
  • Support the development of the youth-led policy platform and shepherd the topic through the regulatory process.
  • CYC’s overall presence among CDSS staff and other advocates and moving advocacy efforts forward. 

Statewide Membership Council & Co-Chairs 

  • Recruit and engage Statewide Membership Council (SMC) co-chairs.
  • Manage Statewide Membership Council co-chair activities and preparation for quarterly SMC meetings.
  • Work closely with the Admin Coordinator to support logistics for SMC meetings.
  • Work closely with the policy team to support the creation of quarterly meeting agendas and priorities. 


  • Collaborate and develop curriculum for CYC’s two annual statewide policy conferences.
  • Provide tangible support and coaching to youth leaders to be successful as conference facilitators.


  • Collect, analyze, and manage chapter level data to measure the impact of various strategies.
  • Track participation by members/supporters and update the database with attendance/participant information.
  • Prepare and submit program and expense reports in a timely manner on at least a monthly basis.


  • Experience working with diverse groups including young people who have experienced foster care and/or other marginalized populations.
  • Proficiency in MS Office Suite, Gmail, Google-Docs and Calendar, database programs, and other online information management, including Apricot.
  • Project coordination experience and working with teams that have diverse skill levels, including a creative approach to the work with a lens for considering multiple perspectives and needs when implementing systems.
  • Excellent multi-tasking and organizational skills with outstanding attention to detail and follow-through.
  • Hold a current driver’s license and has the ability to drive long distances on occasion.

Occasional requirements are to move about the office to access file cabinets, office equipment, etc. This position also requires traveling in rental cars, planes, trains, and staying in hotels/overnight accommodations.
